NJCAA FOOTBALL COACHES ASSOCIATION CONSTITUTION

ARTICLE I – NAME AND PURPOSE

 

 

The name of this organization shall be the National Junior College Football Coaches Association.  Its objective shall be to foster football to its highest level in junior colleges throughout the nation.  To place at the disposal of coaches, sources of football information, to advise through recommendation the National Junior College Athletic Association Executive Committee on Football.

 

Goals of the NJCFCA

 

(1)                 To promote the awareness of junior college football on the national level

(2)                 To improve the image of junior college football on the national level

(3)                 To represent the best interest of the NJCAA programs, players, and coaches

(4)                 To serve as a laison to the NJCAA, CCCFCA, and AFCA

(5)                 To assist our student athletes in reaching their goals and potential.

 

Measures to meet these goals will include the following

 

(1)                 Communicate information to members and the CCCFCA and AFCA

(2)                 Initiate new proposals that will lad to the better organization within the NJCFCA and more public awareness

(3)                 Award and recognize special efforts and achievements

(4)                 Plan and offer the annual AFCA convention a junior college session with speakers along with a business meeting

 

 

 

ARTICLE II – MEMBERSHIP

 

 

The membership shall include junior college coaches, their assistant coaches, and members of the athletic staff of junior colleges.  Each member institution shall pay dues of $60.00 per year.  He shall have the privilege of discussion at all meetings of the Association.  Membership is on a year to year basis and shall be automatically canceled by non-payment of dues.  The membership year will run from September 1 to August 31.  Non payment of dues by November first of the year will include the following sanctions by the NJCFCA

 

(1)                 Will not be able to nominate persons for the NJCAA Hall of Fame

(2)                 Coach at the institution will not be eligible for Coach of the Year nomination

 

 

ARTICLE III – AMENDMENTS

 

 

The constitution and by-laws shall be amended or revised by a mail vote of the membership.  Proposed amendments or revisions shall be submitted in writing to any members of the executive committee of the NJCFCA at least thirty days prior to the annual meeting.  The constitution after adoption shall be amended by a simple majority of members casting a vote, via the mails or at the annual meeting.  A poll of the membership may also be taken on any question when the executive committee deems it necessary.

 

Quorum:  Due to the fluctuating nature of attendance at the one, regular annual meeting, the paid up

                members present shall constitute a quorum for conducting business of the association.

ARTICLE IV – OFFICERS

 

Number of, election, and duties

 

(1)                 A.  The officers of the Association shall be a president, vice president, secretary and

                  treasurer.  The executive committee will consist of the above mentioned officers.

B.      The officers shall serve every two years in continuity, that it, the vice president shall assume the presidency.  A new treasurer will be elected every two years at the annual meeting and will take office along with the other new officers at the end of the annual NJCAA meeting.

C.      Any vacancies that occur during the membership year shall be filled by portion of the men they replace.  All officers shall be active football coaches

D.      Duties and responsibilities of the officers shall be as follows:

 

1.       The President shall

a.       preside at the annual meeting following his election

b.       act as an ex-officio member of the executive committee for two years immediately following term of office and any other committees appointed.

c.       represent the Association at the annual National Junior College Athletic Association meetings.  Expenses of the president at this meeting will be paid, as for other members of the National Standing Committee on Football – if funds are available.  If funds are not available, our association will pay up to $100 of total expenses incurred.

d.       plan for junior college football sessions at annual AFCA convention

 

2,   The Vice-President shall

a.       as a member of the executive committee and any other committees to which he is named

b.       in case of absence or incapacitation of the president, he will fill that position

c.       perform other duties designated by the president

             

 

3.        The Secretary shall

a.       act as a repository for all minutes, records and publications of the Association

b.       shall take the minutes of all meetings, distribute same to membership

c.       compile district representative reports for Bi-Annual Newsletter

d.       handle Hall of Fame ballots and mail outs

e.       disseminate all information to members and football committee

 

 

4.       The Treasurer shall

a.       be the chief fiscal officer of the association.  He shall handle all routine business and have custody of all funds, papers, and documents

b.       keep accurate books of account of all transactions, said books shall be the property of the association, and together with all other of its property in his possession shall be subject at all times to the inspection and control of the executive committee

c.       shall make an annual financial report to the membership at the annual meeting

ARTICLE VI – COMMITTEES

 

 

Section 1.         The executive committee as above constituted (See Article IV) shall be the Association’s governing body.

 

 

Section 2.         The president or the executive committee has the power to appoint any other committee deemed advisable or essential to the welfare of the Association and the sport we represent.

 

 

Section 3.         District Representatives help disseminate information to members schools.  The Districts include the following NJCAA regions.

 

District #1, representing ten schools:  Regions 3, 17, 19, 20, and 21.  States:  Georgia, Pennsylvania, Maryland, Massachusetts, and New York

 

                        District #2, representing fourteen schools:  Regions 23.  State of Mississippi

 

District #3, representing ten schools:  Regions 4, 11, 12, 13, and 24.  States of Illinois, Iowa, Michigan, and North Dakota

 

                        District #4, representing ten schools: Region 13.  State of Minnesota

 

                        District #5, representing eight schools:  Region 6.  State of Kansas

 

District #6, representing eight schools:  Region 2, 5, and 14.  States of Oklahoma and Texas

 

District #7, representing ten schools:  Regions 1, 5.  States of Arizona, Idaho, New Mexico, and Utah

 

 

ARTICLE VI – MEMBERSHIP AND DUES

 

 

Section 1.         The annual dues for membership shall be $60, due by November first of each year. 

 

Section 2.         The member applicant shall send his $60 to the Executive Director of the NJCAA at the National Office in Colorado Springs, Colorado, and his membership card will be sent to him from that office.

 

 

ARTICLE VII – ASSOCIATION FINANCE

 

Section 1.         The Secretary shall have the power to draw on the treasury for the following: 

(a)      in payment of necessary operating expenses

(b)      in payment of any other NJCFCA obligation authorized by the NJCFCA executive committee

 

Section 2.         By majority vote, the NJCFCA executive committee has the power of approving or rejecting any other proposed disposition of association funds

 

 

 

ARTICLE VIII – MEETINGS AND AGENDA

 

 

There shall be one regular meeting of the Association each year.  In addition to the regular meeting of the Association, the president of the NJCFCA Executive Committee may present, via mail, to the membership for a vote, any item, which affects the welfare of the Association or the sport we represent.  In general, the usual order of business at the annual meeting of the membership shall proceed as follows:

 

A.      Report of secretary-treasurer

 

1.       Reading of minutes

2.       Treasury report

 

B.      Report of the president

C.      Committee reports

D.      Old business

E.      Election of Officers

F.      New Business

 

An agenda should be prepared in advance and presented to the membership consistent with above.
